CIMAH explained

How a major-hazard safety case works

Malaysia's Control of Industrial Major Accident Hazards (CIMAH) Regulations require plants that store large amounts of dangerous substances to prove they are safe. He has contributed to more than 239 of these reports.

Where would a vapour cloud explosion reach?

His copyrighted tools Smart vapour cloud explosion incident identifier tool analysis (SAVii) and Optimising facility siting and layout through mapping risk estimates using SAVii V2 map blast overpressure across a plant. This sketch shows the idea on an invented site.

Release point: Compressor house U-400

Congestion around the release
  1. 0.35 bar severe damage
  2. 0.21 bar building damage
  3. 0.07 bar glass breakage
How this is calculated

TNT equivalence: W = η × M × 10, where M is the flammable mass in kg, 10 is roughly the ratio of hydrocarbon to TNT heat of combustion, and η is a yield set by congestion (0.03, 0.06, 0.10). Each ring radius is R = Z × W1/3, with scaled distances Z of 18, 8 and 6 m/kg1/3 for 0.07, 0.21 and 0.35 bar. All coefficients are rounded and illustrative. Real studies use validated models (for example TNO multi-energy or Baker-Strehlow-Tang) and site data.

Exposure index: for each release point, the control room scores 100 inside 0.35 bar, 50 inside 0.21 bar, 10 inside 0.07 bar; the index is the average.
